Disarmament DiplomacyIssue No. 14, April 1997North Korea-KEDO Discussions ContinuesIn New York on 18 March, North Korea and the Korean Peninsular Energy Development Corporation (KEDO) met to discuss financial matters related to the planned implementation of the 1994 US-North Korea Framework Agreement, under which KEDO, a US-Japan-South Korea-led consortium, is to replace North Korea's existing, and currently suspended, nuclear facilities. According to a KEDO statement, the purpose of the talks was to draw up "a protocol concerning actions in the event of non-payment with respect to financial obligations in connection with the light-water project."
