German Study Warns on Russian Nuclear State of Alert

On 11 August, a report from the Peace and Conflict Research Foundation in Frankfurt warned that Russian nuclear weapons kept in a permanent state of high alert could be launched accidentally. The report referred to alleged difficulties with Russia's early-warning computer systems. According to the study:

"Nuclear weapons in emergency-mode can be launched very quickly. This leads to the danger of unintentional launches through technical errors or false alarms..."
