US Appoints New Non-Proliferation Envoy

On 27 February, the US State Department announced the appointment of Robert L. Galucci as Special Envoy to "deal with concerns with respect to proliferation of missiles and weapons of mass destruction [WMD]." Galucci replaces Ambassador Frank G. Wisner. Reports suggested that the priority issue for the new envoy, as for his predecessor, would be Iran's alleged missile- and WMD-programmes, and in particular possible Russian assistance to Tehran.

Until April 1996, Galucci served as Ambassador-at-Large on non-proliferation issues for President Clinton. He was a key figure in the drawing-up and consolidation of the October 1994 US-North Korea Framework Agreement.
