Returning to the NPT from presenting a paper at the European Parliament on Space Security and ESDP in Brussels, the Acronym Institute was depressed to learn that Iran had continued to hold out against consensus to adopt the Chair's recommended agenda and so the PrepCom had been suspended on Wednesday after the end of the General Debate.

The Chair, Ambassador Yukiya Amano of Japan, has been consulting with various key States Parties and groups during Thursday, and delegations are due back at 3 pm. At time of writing it does not look as if an agenda will be adopted today, so the question now is whether the Chair will suspend the meeting temporarily again or try to get agreement to start substantive discussions with or without the agenda, or even (the worst case scenario for many), adjourn the meeting altogether.
