news reports and does not seek to put forward or reflect the views

Note to Readers
With this issue, Disarmament Diplomacy reverts to the
Acronym Institute, as the move to the Simons Centre has not worked
out as hoped. As you will see from the new size and mailing
address, the journal will henceforth be produced from the editorial
office of Dr. Sean Howard in Cape Breton. We are very grateful to
the Ford Foundation for enabling us to continue publishing
Disarmament Diplomacy as an independent, internationalist
journal.
Disarmament Diplomacy publishes articles to stimulate
debate on topical disarmament and arms control issues. No
individual article in the journal or website should be construed as
representing the views of the Acronym Institute for Disarmament
Diplomacy or its Board.
