Senate Committee Proposes Cut to CTBTO Funding Request
On May 9, the Senate Appropriations Committee announced its
recommendations for funding for Non-Proliferation, Anti-Terrorism,
Demining and Related Programs (NADR) for fiscal year 2001. The
Committee is recommending that funding for the CTBT Preparatory
Commission (CTBTO PrepCom) be $15 million: the Clinton
Administration has requested $21.5 million. In its report, the
Committee "notes that for the past 2 years, the Administration's
request for the [CTBTO PrepCom]…has exceeded the actual
needs," and that the Commission "has continually promised
reimbursements and/or reduced assessments for services performed by
the United States, none of which has been made available to date.
The Committee looks forward to a reduced assessment for the United
States in the coming fiscal year." The report adds:
"The Committee has required the Department of State to prepare a
report on the anticipated use of funds made available to the [CTBTO
PrepCom]… The Committee requests that the report: (1)
identify all donors and any directives or restrictions associated
with their contribution; (2) a detailed explanation of expenditures
in 2000 and 2001, including sites where the United States has
provided assistance to third party nations; and (3) a copy of the
Commission's 2001 budget."
